The Neopower NA38-280A is an integral heat pump water heater: a 280 L storage tank with the R290 heat pump, fan and electric booster element built into a single outdoor cabinet (650 x 650 x 1940 mm, 125 kg net). Declared heating capacity is 3.0 kW at an ambient of 19 degC DB / 15 degC WB with water heated from 15 to 55 degC, and rated power input of 965 W is measured separately at a 65 degC final water temperature, so the two figures are not a matched-condition COP pair.

The unit runs on heat pump alone across an ambient range of -7 to 43 degC, defaulting to 60 degC outlet water, with 65 degC available from the heat pump and up to 70 degC once the 2.0 kW electric element engages in AUTO or BOOST mode. Refrigerant charge is 440 g of R290, a flammable A3 refrigerant requiring installation and servicing by a licensed refrigeration mechanic.

The manual references AS/NZS 3500.1, AS/NZS 3500.4, AS/NZS 3000 and AS/NZS 5149 as the applicable installation and refrigerant-safety standards. This model appears on the public SRES register under the Neopower brand but was not found listed for VEU or ESS.
