Setting Up Your VEU and TESSA Portal Accounts

Product applications for the Victorian Energy Upgrades (VEU) program and the NSW Energy Savings Scheme (ESS) are lodged from your own portal account, not ours. EnergyAE prepares the modelling and the submission package, then lodges it through your account once you have added us as a user.

Two separate accounts are needed, one per state. The Essential Services Commission (ESC) runs the VEU Registry for Victoria. IPART runs the TESSA portal for NSW. They are unrelated systems with different registration processes, different login pages, and different rules about who can sign an application.

Set both up at the start of a project. Registration involves identity checks and manual approval at IPART’s end, so it is the item most likely to hold up a submission if left until the modelling is finished.

If you are only pursuing one state, you only need that state’s account. Most manufacturers and importers end up wanting both, plus a separate CER account for STCs under the federal SRES, which is covered separately.

Setting up your VEU Registry account

Check first whether the login you already hold is for the current system. The ESC replaced the old VEU Registry at veu-registry.vic.gov.au on 3 June 2025 with a new Salesforce-based Registry at veu.esc.vic.gov.au. Logins from the old system do not work on the new one, and the old address no longer resolves. If your records point to veu-registry.vic.gov.au, treat the account as needing re-registration.

Register at the VEU Registry registration page. Registration is self-service and verified against your ABN, so the applicant entity must be the Australian entity that will hold the product listing. For an imported product this is usually the Australian importer or distributor, not the overseas manufacturer.

The person who registers becomes the primary user for the account. Primary users can manage permissions and access for secondary users, which is what allows EnergyAE to lodge on your behalf.

Multi-factor authentication is enabled for all VEU Registry users. Install an authenticator app before your first login. The Registry uses Salesforce Authenticator.

Adding EnergyAE as a secondary user

Once you are logged in as the primary user, add the EnergyAE alias email we provide as a secondary user on your account.

We will give you an address in the form firstname.lastname+yourbrand@energyae.com. Both portals require every user to have a unique email address, so we issue a separate alias per client account. Use the exact address we send you, including the + and the text after it.

Tell us once the user has been added. We will log in to confirm the access works rather than assume the invitation landed, because a pending invitation and a working login are not the same thing.

Setting up your TESSA account

TESSA registration starts by email, not by an online form. Send your contact details to essregulator@ipart.nsw.gov.au and IPART will guide you through the process. The registering an account page sets out what is involved.

You will be asked for identity documents totalling at least 100 points, including at least one Category A document. Copies must be certified as true copies within four weeks of the application being submitted. Once IPART verifies the documents, your registration is approved and your user profile is created, and you receive a confirmation email.

Each organisation gets one account with a single admin user. That admin user can then create sub user accounts for other people in the business, and for us. Everyone using TESSA needs their own sub user account and their own email address.

For product acceptance applications you need basic user access, which covers registering products for acceptance, holding certificates, transferring certificates, and voluntary surrenders.

Adding an authorised signatory user

An application for product acceptance has to be signed by an authorised signatory. This is separate from having a TESSA login. An account with no authorised signatory cannot lodge anything, and this is the single most common reason a NSW submission stalls in the week it was meant to go in.

The signatory must be someone inside your company with authority to bind the entity. EnergyAE does not act as the authorised signatory for any client, so this step cannot be delegated to us.

There are two routes, set out on IPART’s adding an authorised signatory user page. You can apply for yourself by completing the “Apply for Signatory Access” form under My Profile in TESSA and uploading evidence of your authority. Alternatively your account administrator can add you through the Create Contact section and supply the evidence during your profile setup.

The evidence IPART asks for is a current company extract from ASIC, plus either a letter of authority on your company letterhead or 100 points of identification. A letter of authority must be signed by two company directors, or by one director and the company secretary. If you are a sole director with no company secretary, or you are both sole director and company secretary, the current company extract together with proof of identity is enough on its own.

Getting an ASIC extract and certified identity documents together takes time. Start it in the same week you start the TESSA registration.

Adding EnergyAE as a user

Your TESSA account admin adds the EnergyAE alias as a sub user, using the same alias address pattern as the VEU Registry. Confirm with us once it is done so we can verify the login.

Timing and what to send us

Both accounts should exist and be tested well before the submission package is ready. VEU self-registration is quick. TESSA registration and signatory approval depend on IPART processing your documents, so allow several weeks.

When your accounts are set up, confirm the following back to us:

  • The VEU Registry account is on the current portal at veu.esc.vic.gov.au and our alias has been added as a secondary user
  • Your TESSA account is active and our alias has been added as a sub user
  • The named authorised signatory on your TESSA account, and that they will be available during the planned submission window

Portal access regimes change. The VEU Registry and TESSA have both changed their user setup and login processes more than once, and secondary user permissions occasionally reset. If a submission is more than a few months after access was granted, expect us to ask you to re-check it before we lodge.
