What a commercial heat pump water heater installation is worth in VEECs and ESCs, across every model you have registered. The certificate counts come from the live VEU and ESS registers rather than a table someone typed up last year, so the number a specifier sees is the number available today.

If the new heat pump capacity exceeds the replaced system's capacity, both schemes scale the certificates by a capacity factor of existing รท new. Leave blank to assume matched capacity (factor 1).
Under the current VEU specifications (v23.0), certificate counts are the same for metro and regional installations.
Counts are computed from the public register's modelling outputs (register snapshot 2026-09-10) using the regulated equations: VEU Specifications 2018 v25.0 Part 44 and ESS Rule Schedule F (EEFm 0.393, ElecCCF 1.06, GasCCF 0.47). ESS counts are capped at 5,000 per item of end-user equipment under clause 9.9.5.
One factor is missing, and it matters. Both schemes cut certificates where a system's average heat pump capacity (total capacity divided by the number of heat pumps) is below 10 kW: the VEU LoadFactor and the ESS ConfidenceFactor. The register does not yet publish capacity or the number of heat pumps for every model, so neither factor can be applied to all of these rows. Most registered commercial systems are several small heat pumps manifolded onto one tank and do fall below 10 kW average, and for those the counts below are overstated, in the worst cases by around nine times. Ask us for the figure for a specific system.
They are an estimate for business-case purposes only. A lodged certificate claim depends on the specific installation, its climate zone, eligibility at the time of creation, and the scheme rules then in force.
What a commercial build usually covers
A commercial buyer asks a different question from a householder. The sale turns on the certificate value and the operating cost over the life of the plant, and both are calculations rather than claims.
Certificate value across the range
VEECs under VEU Activity 44 and ESCs under the NSW ESS, per model, at today's certificate price. The counts come from your own registrations rather than an estimate.
Site sizing
Peak and daily hot water demand for the building type, then the heat pump and storage combination in your range that meets it. Useful to a consulting engineer at concept stage, before anyone asks you for a quote.
Running cost against gas
Annual energy and cost against the gas boiler or electric plant being replaced, at the site's own tariffs. This is the number that carries a commercial electrification case.
Capital position after certificates
Installed cost less certificate value, then payback against the incumbent. Certificates often move a commercial project from a long payback to a short one, and showing that on your own site is the point of the tool.
An internal version for your sales team
The same engine, built for your own staff rather than the public, with your cost prices and margin in it. A different product from the marketing calculator, priced on the engineering rather than the page.
Annual emissions
Operational emissions against the incumbent, at the current grid factor for the state. Increasingly the first question on a tender rather than the last.
Scheme methods change, and the tool follows
VEU and ESS methods are revised, certificate prices move daily, and product registrations lapse and are renewed. A commercial calculator built once against a fixed table starts quoting numbers your own submissions no longer support.
Ours read the registers and the certificate market live, and we absorb method changes at our end. We do this already for our own tools, so it is the same work rather than a new obligation.
