VEU: Residential HPWH 1D/3C [VEEC]

Every residential heat pump water heater on the VEU Register of Products, with the VEECs it creates. Switch between replacing an electric water heater (Activity 1D) and replacing a gas one (Activity 3C), and compare Zone 4 against Zone 5.

The VEU reports Zone 4 (Melbourne) and Zone 5 (alpine and north-east Victoria). A real installation sits in one of them, so the two columns are alternatives rather than a sum.

What does the heat pump replace?

Decommission an existing electric resistance water heater in an existing home.

Every figure is computed from the VEU Register of Products, snapshot 2026-09-01, read again on each site build (2026-09-02). Certificates are created per zone against the one climate zone an installation sits in, so the zone columns are alternatives and there is no total to read across them. Sort by the zone you are installing in.

How these numbers are calculated

Scenario 1D(i), medium household: VEECs = ROUND((Abatement − SEF × (Bs + Be)) × EEF), with Abatement 33.4 and SEF 3.27 metropolitan, 35.44 and 3.47 regional, and EEF 0.393.

Scenario 3C, medium household: VEECs = ROUND(13.23 − 4.17 × (Bs + Be) × 0.393). The gas scenario is the same statewide.

Bs and Be are the product’s own modelled annual boost energy from its AS/NZS 4234 simulation, as published on the register. Household size is fixed at medium, the size the scheme deems for a standard replacement.

Products are listed under the brand and model number they carry on the register, which is not always the name a product is sold under. Source: VEU Register of Products.

These are estimates for comparison and business-case purposes. A lodged claim depends on the installation, its climate zone, the product’s eligibility on the day the certificates are created, and the scheme rules then in force.

Your product is not on the register yet

Getting a heat pump water heater onto these registers means AS/NZS 4234 modelling, AS/NZS 2712 certification and a scheme application. We run that process end to end for manufacturers and importers.

Your product is listed and the figures look wrong

A registered figure reflects the system as it was modelled and declared, including its control settings and tank configuration. If it does not match how the unit is built or sold, that is worth looking at.
