Manufacturer Declarations
Manufacturer declarations are required in some cases:
- Model names: are different between the AS/NZS 4692/5125 test report and the AS 2712 certificate. This occurs when a manufacturer has obtained a test report for a model manufactured & tested by a supplier, but wishes to re-brand the model under their Australian branding. A declaration is required to declare model name equivalences.
- NOTE: declarations can NOT be used for the following documents:
- AS/NZS 2712 certificate
- EESS (electrical safety certificate)
- Installation manual
- Data plates
- NOTE: declarations can NOT be used for the following documents:
- Control modes: VEU require manufacturer to declare in detail the control modes of their units.
Control Declarations
VEU often require the manufacturer to declare in detail the control modes of their units. For example:
- What setpoint/dead-band does the HP operate with
- How is the electric element used
- What is factory default setting and is this modelled in TRNSYS
- Does the unit automatically revert to factory default setting if the user changes the settings.
How to Create Control Declaration

Send the client the following email (this email template can also be found here https://energyae2.sharepoint.com/:t:/g/Files/EQXKy51eUglPqWU1TpAdw4YBP67AO3MB7wzFHWwEqXhtVg?e=slQaiz):
“Please describe the control logic in the default setting:
- What is the name of the default setting?
- Can users permanently change control settings?
- If a user changes to a different mode, will it automatically revert to the default mode within 24 hours?
- Which AS 3498 legionella control method is used:
- a) 45% tank volume heated to 60degC daily, or
- b) 90% tank volume heated to 60degC for at least 32 minutes once per week.
- How is AS 3498 legionella control achieved in all situations, especially periods of low usage?”

- Modify highlighted yellow text according to the models
- You will need to check with manufacturer if users can/cannot change operation modes and if the settings revert back or stay the same. Sometimes it is stated in the manual.
- Check the following details are correct:
- Company details in header
- Electric element settings. Residential model elements typically only turn on when Tamb < -7C. The element in commercial models typically turns on regardless of ambient temperature
- Once prepared, send to client to revise and sign if we do not have their signature on file.
Manufacturer Declaration
If a client has a 4692 or 5125 test report with a different model name as on their 2712 certificate OR if the testing was conducted on a prototype unit, they require a declaration to show the model names are identical.
How to Create a Model Name Declaration
- Select models that need declarations in first model to process and last model to process

- Fill out ‘Declaration’ section in TRNSYS tool (rows 212 - 218).
3. Old brand is the brand of the model tested in the 4692 and or the 5125 test report.
4. Old System Name is the system name of the model tested in the 4692 and or the 5125 test report.
5. Old Tank Name is the system name of the model tested in the 4692 and or the 5125 test report.
6. Specimen: Select ‘prototype’ if the tests were conducted on a prototype unit and ‘production’ if the tests were conducted on the production unit.
7. Differences: List the differences between the tested model and the application model. Leave blank or similar (e.g. ’/’) if products are identical.
8. Scope depends on what the declaration is for.
- Choose Heat Pump and Tank if you are using a 5125 and 4692 report for an integral tank.
- Select ‘Tank’ if you just want a 4692 report
- Select ‘Heat pump’ if you just want a 5125 report.
- Seperate HPs might require a HP and tank declaration. These may need to be created seperately.

- If multiple models for this application use the same test report, you can add them to the ‘additional models’ row to add them to the same declaration.

- Review declaration.
- The word document of the declaration can be found in C:\TRNSYS15\Include&weather\AE000_BRAND\Audit\All_Reports\Word if you need to edit it.
- Once finalised, email to client to sign if we do not have clients signature on file
