VEU Submission Process
How to submit a VEU Activity 44 application for large commercial HPWH systems.
VEU Activity 44 covers commercial and industrial air-to-water heat pump water heating systems. The scheme is administered by the Essential Services Commission (ESC) and submissions are made through the VEU portal.
Before submitting, ensure audit files have passed Gate B review and the client has provided written approval of the final certificate results.
Pre-Submission Checklist
- Gate B review passed (100% pass rate required).
- Client has confirmed approval of final VEEC quantities and certificate results in writing.
- All audit files are assembled in the correct folder structure. See Audit Files.
- Product Upload Form is complete and covers all models in the application.
- Specifications sheet is included for each model.
- Client has added EnergyAE as a secondary user on their VEU account, or has confirmed they will submit themselves. See Accessing VEU & ESS Portals.
Submitting to the VEU Portal
- Log in to the VEU portal using the EnergyAE secondary user credentials for this client.
- Navigate to Product Applications and create a new application.
- Select Activity 44 — Commercial and Industrial Air Source HPWH.
- Upload the Product Upload Form — this populates the model data automatically.
- Upload remaining audit files per model following the folder structure in the Audit Files section.
- Review the populated application data against the source documents before submitting.
- Submit the application.

Grouping Models in an Application
Each application can include multiple models. As a general rule:
- Submit all models from the same EN 14511 test report in a single application where possible.
- Models with identical performance outcomes (same energy savings % and VEEC values) can be grouped — VEU may apply a fee waiver for similar models.
Fee waiver for similar models: If models differ only in a feature that does not affect AS/NZS 4234 modelling (for example, a control option that is never activated, or a colour variant), include a note in the application:
“Please apply Fee Waiver Category 2 to this VEU application. All models in this application are identical aside from [differences]. Therefore, all models have identical performance values and the same number of certificates since [differences] does not affect the AS/NZS 4234 modelling.”
A Manufacturer Declaration must be included to support any model grouping where names differ between documents.
After Submitting
- Save confirmation of submission (screenshot or email) to
05-Submissionin the project SharePoint folder. - Note the application reference number in the Monday.com item and Energy Modelling Overview (EMO).
- Update the EMO with the submission date and expected approval timeframe (typically 6–10 weeks).
- Advise the client that the application has been submitted and provide the application reference number using the Submission Confirmation Email Template.
- If needed, send the standalone Whitelist Advisory Email Template.
