0. Quotation

How to scope and quote a Large Commercial modelling project before project initiation.

Phase 0 turns an enquiry into a confirmed project scope and accepted quote. It is director-led because large commercial projects can vary significantly depending on the number of systems, schemes, test reports, tank variants, and submission pathways.

Inputs

Before quoting, request a scope table from the client showing:

  • Heat pump model(s)
  • Tank model(s), volumes, and quantities
  • System configurations to be modelled
  • Target schemes: VEU Activity 44, ESS IHEAB, or both
  • Whether EN 14511 testing is complete, booked, or not yet started
  • Whether tank heat loss evidence and AS/NZS 2712 certificates already exist
  • Whether the client already has VEU and TESSA portal accounts

Pricing reference

Use Pricing as the baseline. For large commercial projects, pricing is indicative and should be adjusted for project complexity.

Consider previous quotes to a client: new quotes must be somewhat consistent with past pricing. Consider what is different about new scope to see whether new quote should be higher/lower than previous.

Large commercial pricing normally considers:

  • EN 14511 testing guidance and report review
  • Tank data compilation and Appendix E heat loss calculations
  • First AS/NZS 4234 commercial model
  • Variant models
  • Optimisation studies, iterative design feedback rounds
  • VEU Activity 44 application work
  • ESS IHEAB application work
  • Additional model application fees per scheme

Quote requirements

Each Australian-scheme quote must clearly state:

  • Scope of systems and schemes included
  • What is out of scope
  • Client responsibility for testing, certification, declarations, and portal access
  • Client responsibility for IPART/TESSA authorised signatory readiness
  • EnergyAE role as consultant/agent, not applicant of record
  • Assumptions about document availability and technical consistency

Exit gate

Phase 0 exits when:

  • Quote has been issued through Xero
  • Client has accepted the quote
  • Project-start approval has been confirmed
  • Project folder / card can be created
  • Phase 1 Project Initiation can begin

Once accepted, move immediately to Project Initiation.
